Barry signed for Swindon in the summer of 2015 after being released from Brighton and made over 50 appearances for the Robins during his two years at the club.
He was let go by Town at the end of the 2016-17 campaign though, despite playing 26 games, as Swindon were relegated from League One.
Chesterfield, also relegated from the third tier, have confirmed the 22-year-old right-back as their first summer signing, and the nephew of Premier League veteran Gareth Barry has signed a two-year deal at the Derbyshire-based club.
Speaking to the Chesterfield club website, Barry said of his signing:"The gaffer (Gary Caldwell) told me how they’re going to play, which attracted me straight away and gave me the inspiration to come here.
“This club deserves to be in League One. It’s an exciting time for me and I’m looking forward to a new chapter in my career.”
Manager Caldwell said he had been impressed with Barry since he was Wigan boss.
